I made this jig to get great circles on the ice. I used a 6’, 1”x2” board and put a 3/8“ dowel 6 inches from one end. Then drilled holes for eye screws a 12” from the dowel rod, then another 18”, and another 18”.

You will also need paint. I use red and blue marking paint used on sports fields. Don’t use water based as it does not hold up on the ice.

Drill a 3/8 hole in the ice where you want the center of the target to be. Set the dowel rod in the jig in the hole and rotate around it. Turn the eye screws so the point sticks out from the wood and use the jig to scratch the circles in the ice.

i found a for sale sign at the hardware store that has the right balance between rigidness and flexibility to protect the ice from over spray. It sits well in the grooves we scratched earlier. Spray the paint on. A scraper can scrape off any paint that gets on the wrong ice.
